TERMS OF USE OF THE INFORMATION AND LIBRARY SERVICES KAZAKH NATIONAL UNIVERSITY OF ARTS

  1. General rules

The terms of use (hereinafter referred to as the Rules) by the Information and Library Service (hereinafter referred to as the Library) of the Kazakh National University of Arts (hereinafter referred to as the University) have been developed in accordance with the Standard Regulations “On the Library of Higher Professional Education Organization” approved by the order of the Ministry of Education and Science of the Republic of Kazakhstan dated August 17 2000 No. 827; The Regulations on the Library and the normative documents of the university.

Order of the Minister of Education and Science of the Republic of Kazakhstan dated August 17, 2000 No. 827 “On approval of documents on librarianship for libraries of the educational system”, Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 19, 2016 No. 44 “Rules for the formation, use and preservation of the fund libraries of state educational organizations “.

1.1 The Terms of Use determine the procedure for organizing services for readers, the possibilities of access to book collections, the rights and obligations of readers and the Library.

1.2 The working hours of the Library are determined in accordance with the working schedule approved by the rector of KazNUI.

1.3 Changes and additions to these Rules are approved by the rector of the university.

  1. Main objectives

1.1 Contribution by the library to the formation of the university as a center of culture, education and science that meets world modern requirements with a continuous education system, providing access to domestic and foreign resources for teachers, students and pupils, providing high-quality library services, assistance in the educational process;

1.2 Selection and storage of textbooks, educational-methodical and scientific literature corresponding to the profile of the university, propaganda and popularization of literature with high spiritual and moral values;

1.3 The library fund is the property of the university, thereby being the property of the Republic of Kazakhstan and is under the protection of the state;

1.4 The Library is indexing textbooks, dissertations, articles, abstracts and other literature in accordance with the UDC / LBC systems;

1.5 The library serves its readers in accordance with the regulations of the university, except for the cleaning day (last Friday of the month);

1.6 Teaching staff, doctoral students, undergraduates, university and college students, teachers, students and school staff are registered with the library as a reader.

  1. Readers’ rights

1.1 Free to use the main types of information and library services provided by the library;

1.2 Receive complete information about the book fund of the library;

1.3 Receive advice in the search and selection of sources of information;

1.4 Use bibliographic, reference and information services, traditional and electronic search devices;

1.5 To get acquainted with the exhibitions of new publications received in the library fund;

1.6 Increase the term of use of printed publications if there is no demand from other readers;

1.7 Use computers installed in the reading rooms, get advice from librarians while working on a computer and searching for the necessary information, use the available computer programs.

  1. Responsibilities of the readers

Library readers are required to:

1.1 Comply with the Library Rules;

1.2 Take care of books, printed publications, electronic publications and other material values ​​received from the Library’s fund;

1.3 Observe the silence and cleanliness in the library premises;

1.4 Treat the furniture and technical equipment of the library with care, comply with technical conditions when mastering audiovisual materials, traditional and electronic media;

1.5 Upon receipt of books, other printed publications and materials, it is necessary to carefully examine them, if any defects are found, immediately inform the librarian about it;

1.6 Return literature (books, textbooks, other printed / electronic publications) exactly on time;

1.7 Readers responsible for the loss or damage to publications replace them with the same publications or publications recognized by the library as equivalent in accordance with the year of publication of the last 3 years, quantity and taking into account the market value;

1.8 For the loss of books, other printed works and other materials from the library funds or causing irreparable damage to them by minor readers, their parents or persons replacing them are responsible.

1.9 Debtors may be deprived of the right to use the University Library;

1.10 Every year, before July 1, return to the library all literature on hand;

1.11 Upon leaving the university, readers, upon leaving the annual labor leave, must return all the books to the library, sign a bypass sheet in the subscriptions (subscription, subscription of fiction, subscription of music publications, college and school libraries);

1.12 Readers must re-register in subscriptions annually. Readers who have not been re-registered with the library are not served;

1.13 Readers who have violated the rules of use or caused damage are liable in accordance with the current legislation of the Republic of Kazakhstan and the Rules for the use of IBS;

1.14 When using computers in the reading room, immediately inform the librarian about all errors and failures in programs and computer equipment;

1.15 The reader is not allowed to:

1) take out books, printed publications, electronic publications and other material values ​​received from the IHD fund, from the book fund, reading rooms, information department without the permission of librarians;

2) make marks, drawings, drawings, bend pages on publications (books, notes, newspapers and magazines), tear cards out of catalogs, and also perform other actions leading to damage to books and notes;

3) enter the library in outer clothing and use mobile communication devices;

4) transfer library cards to other persons and use other people’s library cards;

5) change the parameters of computers, introduce new programs, unauthorizedly connect or disconnect any computer equipment; use access to the Internet for commercial purposes and view information that violates the legislation of the Republic of Kazakhstan, download audio and video information from the Internet, software products that are not educational in nature and do not correspond to the educational program of an educational institution, send information via electronic communication channels.

  1. Library rights

1.1 Monitor, on a regular basis, the return to the library of documents issued to the reader (books, textbooks, other printed / electronic publications, library cards, etc.);

1.2 Serve the reader and issue documents only after: re-registering at the beginning of the academic year and displaying all the literature taken by the reader, receiving from the reader a previously issued document of the expired period of use;

1.3 Determine the amount and receive compensation for the damage caused to the library by the reader;

1.4 For violation of the Rules for the use of the library, to deprive the right of service for a certain period of time.

  1. Obligations of the library

1.1 Serve readers in subscriptions and reading rooms, ensure the exercise of their rights;

1.2 Carry out their activities in accordance with the Regulation on the Information and Library Service and the current Rules of Use of the Information and Library Service;

1.3 Provide high-quality and prompt service to library readers, in accordance with their demand and needs;

1.4 Provide readers with free access to the library funds and provide them free of charge for temporary use;

1.5 To inform about all the services provided by the library available to readers;

1.6 Through traditional catalogs, card indexes, a system of electronic databases (electronic catalog), also through other forms of bibliographic notification, provide complete information on the composition of the library fund;

1.7 Provide advice and assistance in choosing, searching for sources of information;

1.8 To acquaint readers with the basics of library, bibliographic and information culture;

1.9 Ensure proper sanitary and hygienic conditions for storage and rational use of library resources, placement and storage of documents, storage of material and technical equipment;

1.10 Ensure the working regime of the library in accordance with the internal labor regulations of the university, college, school;

1.11 To form an interest in knowledge and reading, a desire for self-improvement, a love of books;

1.12 In accordance with the approved Regulations on the Library, it is obliged to report on its activities to the administration.

  1. Order of enrollment of readers

1.1 Registration of readers in the library is carried out in electronic and traditional (reader’s form) forms.

To register, readers must have:

Students – student ID, 3 pcs. photos 3×4;

Teaching staff, hourly teachers, undergraduates – identity card, certificate from the personnel department, 3 pcs. photo 3×4;

Parents – ID card, 3×4 photo;

When registering at the library, readers must be familiar with the Rules for the Use of the Information and Library Service and must confirm their consent to the fulfillment of the obligations specified in them by signing the reader’s form;

1.2 Service of readers is carried out only with library cards;

1.3 Upon receipt of books, readers fill out a book form and a requirement sheet for each book and sign. A book form is a document proving the fact and date of issue of books.

1.4 Every year in September, readers are re-registered.

  1. Rules for using the subscription

1.1 Issuance of publications at home is carried out in a subscription;

1.2 The documents issued to the reader from the Subscription fund are limited in number and terms of use, and are differentiated as follows:

educational literature is issued for the period of study of the relevant subject (one semester) (after mandatory re-registration at the beginning of the academic year);

methodological literature is given for one month, and if there is a sufficient number of copies – for the period of study of the relevant subject (after mandatory re-registration at the beginning of the academic year);

scientific and fiction literature – no more than 5 copies with the right to take home, given for a period of 15 days;

editions (notes, periodicals) for lessons, issued to the “class”, are returned on the same day, or the next day before 10.00 am. In case of non-observance of this rule, the reader is deprived of the right to be served in the library for a period of 2 weeks;

1.3 The term of use of publications can be reduced if the book is available in one copy, or is in great demand;

1.4 After the deadline, the librarian warns the reader to return the documents within ten days. If by this time the documents are not returned to the library, the librarian sends a written request to the department, class teacher or parents (or persons replacing them), about the need to return;

1.5 The procedure for providing students with textbooks and teaching materials:

School students are provided with textbooks in accordance with the instructions used;

At the beginning of the school year, textbooks are provided through teachers in grades 1-4, class teachers in grades 5-11 or teachers of the relevant subjects;

The fact of issuing textbooks to the teacher is recorded in the register of issued textbooks of the library;

Students of middle and senior grades sign for each textbook taken in the book form and give it to the librarian. Forms of books with records of issued textbooks are stored in the form of students’ readers. Students (indebted, not registered) receive textbooks from the librarian only as a last resort;

At the end of the school year, students return all textbooks to the teacher. The issuance of the necessary educational materials for the summer period is carried out by the student independently with an entry in the book form;

Pupils leaving school donate their textbooks personally to the librarian. Pupils must settle the full payment of the library before leaving school;

Educational-methodical complexes (TMC) for classroom work are provided for the entire academic year under the personal responsibility of the head of the office (class).

  1. Rules for using the reading room

1.1 Documents for reading in the reading room are not handed out at home;

1.2 Control and small copies, rare and valuable publications, universal content (encyclopedias, reference books, dictionaries), periodicals (newspapers and magazines) and electronic media (CD-ROM, multimedia) are available for use only in the reading room;

1.3 The number of documents for the work of the reader in the reading room is not limited;

1.4 Before leaving the reading room, the reader must submit all received publications;

1.5 It is allowed to work in the reading room individually or in groups.
